      These are hard to find. The quality is awesome. I would recommend sealing with tape as the edge of the paper is sharp, so licking the gum seal sometimes cuts your tongue. Ouch. It's not a big deal, though. As taping is do-able.

          Th Post Office will not put delivery confirmation on a legal size white envelope. This will work for that reason. Bigger and manilla yellow.

                    Yes, it qualifies for first class mailing. USPS says an envelope cannot exceed 6 1/8" x 11 1/2" to qualify for first class mailing. So this qualifies. But it will cost more if it exceeds 1 oz.
