      Quickbooks will not allow you to print W2 copies 2, B, or C on a blank form like this. I went through Intuit tech support and they said these are not compatible at all!

        Can the electronic filing kit be used for transmission to both the IRS and the Virginia Taxation Department?

          Yes you should be able to use this to transmit the information to the IRS and the Virginia Taxation Department. For Virginia there are a couple of required fields that the SSA does not require but they do detailed here, http://www.tax.virginia.gov/site.cfm?alias=WithholdingTax2#W-2_Required_Records.
