It is a countertop pen and it gets used all day every day so it is understandable that it runs out of ink rather quickly. It can be refilled with regular pen refills.

We use these counter pens in our child care center. The anti-microbial feature is very attractive. However, I've not been able to find the snap-on refills at Staples on-line recently. The refills used to be available. We need to replace these pens often; but, don't need to replace the counter base. Seems wasteful not to be able to buy just the snap-on refill.
