        I went ahead and bought them and these are not prepunched with any holes. Nice weight with rounded corners on the outside edges.

        My StaplesLink representative called Fellowes and they indicate that there should be 25 clear front covers and 25 navy back covers so you should be able to do 25 reports front & back.
