Glue top
This is the only legal pads my faculty use is the glue top and the white is hard to find. Sometimes the yellow too.

The "sturdy" chip board backing is quite weak. These notepads would be well used in a portfolio, as a notebook refill, but the backing is not sturdy enough to be useful for travel.
