One of the folders had a swing hook attached incorrectly - blocked by folder.

Expanding Folders
We purchased these expanding folders, they were exactly what we needed. They actually worked out better than we expected. We would definitely purchase these again in the future. They keep out file cabinets much neater than without them, they are very sturdy and practical. We would also recommend these "Pendaflex Premium Reinforced Expanding File Pockets with Swing hook"...

Pocket expanding file swing hook
Haven't found anything else like this hanging expanding file with tabbed dividers. Only CON is that the retractable hanging hooks have a tendency to break (why I'm ordering more!).
