was expecting a smoother surface and more flexible paper
This legal-sized paper is more like a craft paper. It does not have a smooth finish like normal white copy paper. It is black on both sides. It is not glossy nor flat. Matt finish was an appropriate description. When you hold it up to a light you will see pinholes of light coming through. It is stiffer than normal copy paper.
