how does someone pack a box and ship without the item??? we were charged for this item and only received the box packing bubbles and a invoice slip?? really? someone asleep?

Shipping box appeared to have been opened and taped back together. When box was unpackaged the box of batteries were opened and only 3 were inside. Not sure if it was shipped from Staples like this or happened during transit with FedEx.
