Brighton Professional Toilet Seat Cover Dispenser
They were almost exactly what I needed. I have to improvise a little because I don't want to screw them into the cabinet or wall, but otherwise great buy for the money unless you're going for an industrial strength or "exclusive" look.

Cheap and decent
I ordered these to hang the toilet seat covers that we already had. They were the cheapest that I was able to find. The saying you get what you pay for, well it is true.
