Brighton Professional Toilet Seat Cover Dispenser
They were almost exactly what I needed. I have to improvise a little because I don't want to screw them into the cabinet or wall but otherwise great buy for the money unless you're going for an industrial strength or "exclusive" look.

Cheap and decent
I ordered these to hang the toilet seat covers that we already had. They were the cheapest that I was able to find. The saying you get what you pay for well it is true. I ordered cheap dispensers and I got cheap plastic dispensers. Not complaining at all I got exactly what was described and what I was expecting.
