Good scissors!
These are the scissors I used when I was teaching, and now that I'm not, I decided to buy a set for our kids church. They are useable by kids from k-6 with no problems. They stay sharp and last a long time.

Library Craft Time
Scissors are great for little hands and the blades are sharp enough to cut the paper without tiring out their little hands or hurting the thumb knuckle.
