Glue top
This is the only legal pads my faculty use is the glue top and the white is hard to find. Sometimes the yellow too.

Glued note pads not bound. Time will tell if they hold up well enough to switch to this style

TOPS Legal Notepads 8.5 x 11 Canary 50 Sheets/Pad 12 Pads
The "sturdy" chip board backing is quite weak. These notepads would be well used in a portfolio as a notebook refill but the backing is not sturdy enough to be useful for travel.
